Recently, 369 Global, brought the Global Skilling Centres Policy Paper to Ottawa. We welcomed diplomats, policymakers, employers, and sector leaders to Ottawa for the launch of our new policy paper, Global Skilling Centres.
The energy in Canada right now is unlike anything I have seen in a long time. Build Canada. Buy Canada. Pro Canada. There is a genuine national momentum around investing in ourselves, in our industries, our infrastructure, and our future.
Global Skilling has to be part of that conversation.
Because you cannot build a stronger Canada while leaving the talent question unanswered. Canada recruits the world’s most globally fluent professionals and then, with remarkable consistency, asks them to park everything they built before they arrived. The credential does not transfer. The career built across borders is treated as something that happened elsewhere and therefore does not quite count here.
The Global Skilling Centres model is the infrastructure answer. But it only works if federal and provincial governments are aligned on it together. This is not an Ottawa conversation or a Toronto conversation. It is a national one, and every province has a stake in getting it right.
That is the conversation we are pushing for. That is why this paper exists.
The evening, expertly emceed by Lily Mesh, brought together diverse voices to explore how Canada can rethink talent development and build more sustainable workforce solutions.
Stephanie Bertolo provided an overview of the research underpinning the Global Skilling Centres model, while a distinguished panel moderated by former High Commissioner David McKinnon featured H.E. Amal Bint Yahya Al-Moallimi, H.E. Jose Victor V. Chan-Gonzaga, and H.E. Professor Dora Francisca Edu-Buandoh (PhD). Together, they highlighted the value of international partnerships in strengthening talent pipelines and advancing shared prosperity.
The conversations in Ottawa reinforced that addressing labour shortages requires collaboration, innovation, and a long-term vision.
